Metropolitan Planning Organization Designations and Boundaries: Emerging Issues and Challenges

Note: In conducting their transportation planning and programming, air quality planning, and other regional planning activities, metropolitan planning organizations (MPOs) must often consider different sets of boundary designations when issues are defined and solutions are developed, including political boundaries; functional boundaries, such as air basins, commutersheds, transportation system service areas, or housing areas; and revenue boundaries that delineate federal, state, and local funding programs. This session discusses how MPOs have been affected by multiple or overlapping boundary designations and seeks to understand and evaluate the processes by which this situation can be overcome and used to the MPO’s advantage.
